Prohibits all state agencies, subdivisions, employees, contractors, and public institutions from providing, allocating, or reimbursing state funds for gender transition procedures, or contracting with entities that perform such procedures; violations by state employees constitute grounds for immediate termination and forfeiture of benefits.

Expands the definition of prohibited conduct for health care providers to include not only performing but also attempting to perform or referring a child for gender transition procedures, and prohibits any person from knowingly aiding or abetting such procedures whether in-state or out-of-state.

Protects parental decisions to withhold consent for gender transition procedures or related social transitions from being considered abuse, neglect, or grounds for loss of custody; government agencies or courts violating this provision are subject to civil liability and injunction.

Adds gender transition procedure violations to unprofessional conduct definitions across multiple medical licensing acts (Allopathic Medical, Physician Assistant, Nursing Practice, and Osteopathic Medicine Acts), making performance, attempted performance, or referral grounds for disciplinary action.

Declares the act an emergency measure taking effect immediately upon passage, requires all legal challenges to be adjudicated exclusively in Oklahoma courts under strict scrutiny standards, and includes a severability clause preserving remaining provisions if any portion is invalidated.
