Establishes minimum statewide standards for homeless shelter providers receiving state-administered or state-administered federal funds, covering life safety, sanitation, material safety event reporting, occupancy documentation, and staff training

Requires providers to submit annual aggregate data to the Oklahoma Department of Commerce including bed capacity, occupancy rates, safety events, emergency responses, exits to permanent housing, and referrals to treatment services

Creates a 9-member Oklahoma Homeless Shelter Standards Advisory Board chaired by the Commissioner of Health to advise on rule development and financial reporting, with a 5-year sunset provision

Grants providers 30 days to cure deficiencies after written notice; allows the Department of Commerce to suspend or withhold state funds for material noncompliance and recommend service termination to local governments

Preserves local zoning and permitting authority, explicitly prohibits creation of a statewide continuum of care, and defers to federal requirements in case of conflicts with federal grant programs
