Creates the "Selecting Neutral Accreditors Act" requiring Oklahoma public higher education boards of regents to review all accrediting agencies by July 1, 2027 for any diversity, equity, and inclusion (DEI) practices used within the past 5 years

Mandates institutions switch to accrediting agencies that have not used DEI practices; if no qualifying accreditor exists, boards must report findings to legislative leadership and review annually for alternatives

Defines DEI as differential treatment or assignment of fault based on race, color, ethnicity, national origin, sex, sexual orientation, or gender identity, with exceptions for immigration status, sex-segregated facilities, and athletic programs

Establishes a presumption that accrediting agencies have DEI practices if they fail to respond to information requests from boards of regents or the Attorney General, with a 10-day opportunity to cure

Grants the Attorney General investigative and enforcement powers under the Oklahoma Deceptive Trade Practices Act, and voids any agreements between institutions and accreditors designed to circumvent the law; effective November 1, 2026
