Prohibits Oklahoma public K-12 schools from discriminating against or penalizing students for religious, political, or ideological speech expressed in the same manner permitted for other student speech

Protects student expression in classroom discussions, homework assignments, artwork, presentations, clothing, accessories, and jewelry displaying religious, political, or ideological messages

Allows students to organize religious, political, or ideological gatherings and clubs with equal access to school facilities and benefits as other student groups

Schools retain authority to restrict speech unprotected by the First Amendment, including true threats, obscenity, incitement to lawless action, severe harassment, and conduct that substantially disrupts school operations

Creates a private right of action with a 2-year statute of limitations, allowing students to sue for declaratory and injunctive relief, monetary damages, and attorney fees; waives state immunity for federal court lawsuits
