Extends the moratorium on processing and issuing new medical marijuana business licenses for dispensaries, processors, and commercial growers from August 1, 2026 to August 1, 2028, with the Executive Director authorized to terminate it early if all pending reviews are completed

Prohibits licensees from submitting ownership transfer applications if subject to any pending administrative action that may result in revocation, suspension, or nonrenewal of their license or OBNDD registration

Requires all pending administrative actions or appeals to be completed in full before a licensee may apply to transfer their medical marijuana business

Imposes a minimum 6-month waiting period before a licensee can apply to transfer their business if their license or registration was annulled, revoked, or suspended due to administrative action
