Expands who may conduct vehicle identification number (VIN) inspections for out-of-state vehicles sold at salvage pools, auctions, and by licensed dealers to include employees of those entities, not just licensed operators or law enforcement

Establishes a $1.00 inspection fee for inspections performed by employees of salvage pools, salvage disposal sales, auctions, licensed dealers, or licensed automotive dismantler and parts recyclers, which must be remitted to Service Oklahoma for deposit into the Service Oklahoma Reimbursement Fund

Adds "unidentifiable" as a defined term meaning a motor vehicle or part whose uniqueness cannot be established by expert law enforcement personnel or employees of not-for-profit motor vehicle theft prevention agencies trained in vehicle identification examination

Authorizes Service Oklahoma, the Oklahoma New Motor Vehicle Commission, or the Oklahoma Used Motor Vehicle, Dismantler, and Manufactured Housing Commission to suspend, revoke, or take punitive action including fines against persons who falsify inspection forms or fail to comply with inspection requirements

Includes salvage pools authorized to store vehicles for insurance companies requiring inspection within the definition of "persons authorized by law" to possess vehicles with obliterated or missing VINs; effective November 1, 2026
