Attorney General must publish a summary of total litigation costs every four years, beginning November 1, 2026, for defending Oklahoma statutes or constitutional provisions that were declared unconstitutional by federal or state courts with no further appeal available

Report must include actual costs for outside counsel and litigation support staff, plus estimates for in-house attorney and staff services if actual values cannot be determined

Publication must disclose whether the Attorney General or other state attorneys advised legislators or committees about unconstitutionality risks while the measure was under consideration, including copies of any written statements or memoranda provided

Report must include a plain language summary of each judicial opinion declaring a statute or constitutional provision unconstitutional, written for ordinary readers

Report must indicate whether opposing attorneys received attorney fees from the unconstitutionality determination and, where possible, the dollar amount of those fees
