Creates the Oklahoma Advanced Nuclear Energy Office within the Governor's office, assigned to the Secretary of Energy and Environment, to develop statutory and regulatory frameworks for advanced nuclear energy by December 1, 2027

Establishes the Oklahoma Advanced Nuclear Development Revolving Fund to provide reimbursement-based grants for nuclear project development, with 20% allocated for initial development expenses (capped at $12.5 million per project) and 80% for construction expenses (capped at $120 million per project)

Requires the Oklahoma Corporation Commission to promulgate rules implementing the regulatory framework; grants cannot be awarded until the framework is completed and rules are in place

Authorizes a Nuclear Permitting Coordinator position to serve as a single point of contact for businesses navigating local, state, and federal nuclear permitting processes

Effective date is November 1, 2026; passed the House of Representatives on March 16, 2026
