Creates the "GET Over Congestion Act" requiring investor-owned electric utilities to analyze the cost-effectiveness and deployment timeline of grid-enhancing technologies (GETs) including dynamic line rating, advanced power flow controllers, topology optimization, and high-performance conductors

Requires utilities to identify the ten most congested locations on their transmission systems in integrated resource plans, estimate congestion costs to ratepayers, and propose implementation plans for advanced transmission technologies at each congestion point

Directs the Oklahoma Corporation Commission to encourage utility deployment of advanced transmission technologies and approve cost recovery for prudently incurred expenses when deployment is determined cost-effective

Allows utilities to consult with large load users on voluntary collaboration, cost-sharing, or customer-funded pilot deployments of GETs to reduce congestion impacts on general ratepayers

Effective November 1, 2026; applies only to investor-owned utilities under Corporation Commission jurisdiction, excluding electric cooperatives and municipal utilities
