Pardon and Parole Board authorized to establish a Conviction Integrity Review Unit to review convictions of death row inmates for potential wrongful convictions

Unit must employ at least two Oklahoma-licensed attorneys with criminal prosecution or defense experience, one CLEET-certified investigator, and one paralegal, none of whom may be current employees of the Attorney General or any district attorney's office

Death row inmates may petition for conviction review if they present a plausible claim of actual innocence supported by new evidence, the claim is capable of investigation, and all direct appeals have concluded with no pending litigation

Unit may also independently initiate investigations to determine whether an inmate was wrongfully convicted

Upon completing investigations, the Unit must report findings and recommendations to the Pardon and Parole Board and provide copies to the Attorney General, prosecuting district attorney, defense attorney, and the inmate; effective November 1, 2026
