Amends Oklahoma distiller license law (37A O.S. 2021, Section 2-103) to remove the requirement that distillers sell spirits only to licensed wholesalers and manufacturers within the state

Distillers may sell spirits directly to consumers for on-premises or off-premises consumption at the licensed distillery, contiguous areas, and one additional location in the same county

Direct-to-consumer and public event sales combined are capped at 15,000 gallons per calendar year

Free spirit samples limited to 3 fluid ounces per day for visitors 21 and older, restricted to designated sampling areas with floor plans filed with the ABLE Commission
