Amends the Oklahoma Veterinary Practice Act (59 O.S. 2021, Section 698.2) to modify and add definitions related to veterinary profession terminology

Requires veterinarian-client-patient relationships to include a herd health plan created with the client within the last 12 months when making medically necessary visits to premises where animals are maintained

Adds requirement that telemedicine/telehealth veterinary relationships must be established by an in-person examination within the last 12 months and cannot be established solely by telephone or electronic means

Creates three new definitions: "medical records" (documentation of patient/herd history), "relief veterinarian" (licensed veterinarian working on temporary/contract basis), and "herd health plan" (documented treatment plan for animal groups)
