School districts and charter schools must adopt policies beginning in the 2026-2027 school year requiring every public school to provide students and employees an opportunity to participate in daily prayer and Bible or religious text reading

Participation requires signed consent forms from employees or parents/guardians that include acknowledgment of voluntary participation, statement of no objection to hearing prayers or readings, and an express waiver of the right to bring legal claims including First Amendment Establishment Clause challenges

Prayer and religious text reading is prohibited over public address systems and must not occur in the physical presence or hearing of anyone who has not submitted consent or has revoked it

The Attorney General must provide compliance advice and defend districts in lawsuits arising from these policies, with the state assuming liability for expenses, costs, judgments, and settlements when providing such defense

The act becomes effective November 1, 2026
