Establishes the Teaching Honesty, Respect, Integrity, Virtue, and Excellence (THRIVE) Act, requiring the State Department of Education to develop a mandatory character traits and personal skills curriculum for grades pre-K through 12 by the 2026-2027 school year

Mandates instruction in the "success sequence" (finishing high school, working full time, getting married before having children) along with 15 specific character traits including trustworthiness, responsibility, respect for parental authority, respect for lifelong marriage, sexual abstinence outside marriage, and respect for religious faith

Prohibits schools from using any character education programs, curricula, or materials that are not on the Department's approved list or that contradict the specified traits and values

Requires school districts to allow parents to opt their children out of the curriculum through written notice, and mandates schools make premises available for voluntary after-school programs by third parties offering philosophical, historical, traditional, or religious justifications for the curriculum

Beginning with the 2027-2028 school year, the Department must report annually to the Governor and legislative leaders on district compliance, naming noncompliant districts and actions taken to bring them into compliance
