Requires all public schools (PreK-12), public higher education institutions, public buildings, and domestic violence shelters to designate multi-occupancy restrooms, changing areas, and sleeping quarters for exclusive use by either males or females

Prohibits students from being required to share sleeping quarters with members of the opposite sex during school-authorized events, unless sharing with family members such as parents, guardians, or siblings

Mandates that public higher education institutions offering student housing provide students the option to be housed exclusively with persons of the same sex

Imposes a 5% decrease in state funding for noncompliant public school districts or charter schools, as determined by the State Board of Education

Creates a private cause of action allowing individuals to sue covered entities for violations, with a 2-year statute of limitations and recovery of attorney fees for prevailing plaintiffs; effective date November 1, 2026
