Expands Oklahoma's sex offender "zones of safety" to include indoor and outdoor fairgrounds, rodeo arenas, and racetracks, in addition to existing protected locations (schools, child care centers, playgrounds, parks, and victims' residences)

Registered sex offenders with victims under age 16 are prohibited from loitering within 500 feet of these newly added locations

Habitual or aggravated sex offenders are prohibited from entering any zone of safety entirely, not just parks as under prior law

Defines key terms: "fairground" as government-designated property, "racetrack" as facilities for sporting events/races/shows, and "rodeo arena" as areas with spectator seating for events like bull riding and barrel racing

Effective date: November 1, 2026
