Reduces the Oklahoma Council on Law Enforcement Education and Training (CLEET) membership from 13 members to 7 members

Eliminates positions previously held by the Commissioner of Public Safety, Director of Oklahoma State Bureau of Narcotics, Director of Oklahoma State Bureau of Investigation, and representatives from various law enforcement associations

Restructures Governor's appointments from one member to three members representing tribal law enforcement, a sheriff from a county over 150,000 population, and a chief of police from a municipality using CLEET's Ada headquarters training

Grants the President Pro Tempore of the Senate and Speaker of the House each two appointments (previously one each), specifying sheriff and police chief positions based on population thresholds
