Prohibits four types of clauses in health insurance provider network contracts: all-or-nothing clauses (requiring inclusion of all provider members or affiliate contracts), anti-steering clauses (restricting encouragement of enrollees to use competitor providers), gag clauses (restricting disclosure of pricing and quality information), and most favored nation clauses (restricting rate negotiations with other entities)

Providers cannot offer, enter into, amend, or renew contracts containing these prohibited clause types with general contracting entities

Any all-or-nothing, anti-steering, gag, or most favored nation clause in a provider network contract is void and unenforceable, while remaining contract provisions stay in effect

General contracting entities that encourage enrollees to obtain care from particular providers have a fiduciary duty to act only for the primary benefit of the enrollee
