Enacts the "Guidance Transparency Act" requiring state agencies to submit all guidance documents to the Secretary of State on a quarterly basis for publication in an electronic, indexed, searchable format

Defines "guidance document" broadly to include agency statements of general applicability setting forth official policy or interpretations on statutory, regulatory, or technical issues, as well as federal agency statements adopted by state agencies

Requires the published website to state that guidance documents lack the force and effect of law unless authorized by law or incorporated into a contract or binding legal decision

Mandates that amended or rescinded guidance documents remain publicly accessible, with agencies required to submit notices of changes within 15 days including the date, reason, and any amended text
