Amends 21 O.S. 2021, Section 2002 to raise the burden of proof in criminal forfeiture proceedings from "preponderance of the evidence" to "clear and convincing evidence"

Requires the state to prove by clear and convincing evidence that property was used in the attempt or commission of a crime with the owner's knowledge before forfeiture can occur

Applies to seizure and forfeiture of currency, negotiable instruments, equipment, or property used in or traceable to violations of Section 2001 (criminal offenses)

Effective date: November 1, 2026
