Requires all individual and group health insurance policies in Oklahoma to cover pregnancy, postpartum, and newborn care services provided by perinatal doulas, certified nurse-midwives, and licensed certified professional midwives, including home births and miscarriage support

Mandates coverage for lactation consultant home visits, breast pumps, breast pump supplies, breastfeeding supplies, and feeding aides with no limits on quantity or frequency of services

Prohibits cost-sharing requirements including deductibles, copayments, and coinsurance for all covered services, and extends postpartum coverage for at least one year following birth

Directs the Oklahoma Health Care Authority to ensure SoonerCare (Medicaid) provides equivalent coverage for breast pumps and related supplies without limitations

Exempts breast pumps, breast pump supplies, breastfeeding supplies, and feeding aides from state sales and use taxes, effective November 1, 2026
