Increases required weekly physical education instruction for full-day prekindergarten through grade 5 from 60 minutes to 150 minutes per week, with recess time not counting toward this requirement

Prohibits withholding physical education as punishment for students in prekindergarten through fifth grade, except when aggression or threatening behavior endangers student safety, in which case accommodations for alternative physical activity must be provided

Increases the minimum percentage of physical education class time devoted to actual student physical activity from 50% to 80% weekly, at moderate or vigorous levels

Requires local school boards to adopt policies regarding physical education instruction for students in grades six through twelve

Changes recommended daily recess from one 20-minute period to two 15-minute periods for students in full-day prekindergarten through grade 5, and directs schools to coordinate recess or physical activity within 90 minutes before assessments or testing sessions
