Highway remediation and cleanup services must maintain commercial general liability insurance of at least $3,000,000, including completed operations and pollution liability coverage

Proof of insurance coverage required for licensure by the Department of Environmental Quality and upon request by law enforcement, Department of Transportation, insurers, or contracting parties

Department of Environmental Quality may suspend or revoke licenses for failure to maintain required insurance coverage

Services must publish a searchable price list on a public website of their top 50 most frequently billed nonconsent remediation services, updated at least annually

Price lists must include plain-language service descriptions, standard charges (hourly rates, equipment charges, emergency surcharges), billing increments, and commonly applied surcharges
