Authorizes concealed carry of firearms in buildings and on fairgrounds during the Oklahoma State Fair and Tulsa State Fair, with event holders permitted to allow open carry of lawful firearms at these events

Removes city, town, and county government buildings from the list of places where firearms are prohibited, limiting the prohibition to only state governmental authority buildings used for conducting business with the public

Grants public trusts and nonprofit entities that operate municipal zoos or parks the authority to allow open carry of lawful firearms on their property

Adds prohibition on concealed or unconcealed firearms in any public building used for public meetings conducted under the Oklahoma Open Meeting Act, unless otherwise authorized by law
