Creates the "Ray Davis Safe Roads Act" to prohibit Service Oklahoma from issuing Class A, B, or C commercial driver licenses to any applicant whose name appears on the methamphetamine offender registry maintained under Title 63, Section 2-701

Requires Service Oklahoma to verify via data match or other appropriate means that commercial driver license applicants are not on the methamphetamine offender registry prior to license issuance

Amends existing driver license statutes (47 O.S. Section 6-101 and 6-103) to add the methamphetamine registry check as a new disqualifying condition for commercial driver license applicants

Effective date is November 1, 2026
