Prohibits backdating of vehicle registration periods for late renewals; registration will be valid for the full annual or biennial period beginning on the actual date of renewal, not the original expiration date

Prohibits backdating of initial vehicle registrations when owners fail to register within the required 30-day window after purchase or ownership transfer

Late registration penalties remain unchanged: $1.00 per day up to a maximum of $100.00 for late renewals and late initial registrations

Penalty revenue distribution unchanged: $0.21 apportioned per Section 1104, $0.21 retained by licensed operator, $0.58 deposited in General Revenue Fund
