Authorizes the Director of OMES to recommend up to 2% reduction in administrative expense appropriations for agencies assessed as "unsatisfactory" on compliance standards, with annual reports due to legislative leadership by January 31

Disqualifies chief executive officers of noncompliant agencies from receiving compensation increases during the noncompliance period and for an equal period after regaining compliance

Bars agency heads from receiving longevity payments in any calendar year their agency is identified as out of compliance with invoice payment standards
