Creates the Higher Education Activities Response (HEAR) Act requiring all publicly funded Oklahoma colleges and universities to provide trained security personnel for every institution-sponsored on-campus event

Mandates institutions submit security threat assessment requests at least 30 calendar days before events, including event details, maps, attendance estimates, and verification statements from local fire and law enforcement authorities

Requires a tactical threat assessment team (state or local law enforcement with jurisdiction) to complete security threat assessments within two weeks of events, with institutions paying all assessment costs

Exempts security threat assessments from the Open Records Act and requires briefings to security personnel at least 24 hours before and on the day of each event

Authorizes the Attorney General to fine non-compliant institutions based on what state tactical team security would have cost, with fines deposited into a new Higher Education Activities Response Revolving Fund for investigating violations and supporting survivors of traumatic events at campus events
