Removes sunset termination dates from over 30 state agencies, boards, and commissions, making them permanent entities no longer subject to automatic expiration, including the Oklahoma Accountancy Board, State Board of Medical Licensure and Supervision, Construction Industries Board, State Board of Cosmetology and Barbering, and Oklahoma Energy Resources Board

Repeals 18 existing state entities outright, including the Oklahoma Beef Council, Sheep and Wool Utilization Commission, Public Employees Relations Board, Reentry Policy Council, State Accrediting Agency, and Domestic Violence and Sexual Assault Advisory Council

Restructures the Oklahoma Sunset Law by repealing Sections 3903-3908, which contained scheduled lists of entities subject to sunset review, and instead authorizes the Legislature to initiate sunset review of any statutory entity at any time

Establishes a new sunset review process where entities under review bear the burden of proving sufficient public need for continued existence and must provide detailed information including performance-informed budget analysis, identification of duplicated functions, and recommendations for eliminating inconsistent functions

Grants the Legislature authority to set a termination date one year after completing a sunset review, with required adjustments for continued operation; failure to implement required adjustments results in automatic termination

Requires terminated entities to wind down affairs within one year of termination, after which personnel positions are abolished, remaining funds transfer to the General Revenue Fund, and equipment transfers to the Office of Management and Enterprise Services

Directs the Oklahoma Department of Libraries to maintain and monitor a comprehensive list of all agencies, boards, commissions, and entities created by law or Governor's Executive Order, with updated lists provided within 30 days after legislative adjournment to the Governor and legislative leadership

Ensures continuity by providing that all orders, permits, licenses, contracts, and privileges issued by abolished entities remain in effect until modified by law, and that revenue bonds remain valid until outstanding indebtedness is satisfied

Declares an emergency, making the act effective immediately upon passage and approval rather than after the standard 90-day waiting period
