Eliminates "cost arrest warrants" for failure to pay court fines, fees, and costs, replacing criminal enforcement with civil collection methods including wage garnishment

Authorizes court clerks to pursue civil enforcement actions against defendants who become delinquent on court-ordered payment plans, rather than issuing arrest warrants

Repeals Oklahoma's court cost compliance program (19 O.S. Sections 514.4 and 514.5) and removes the up to 35% administrative fee previously added for referrals to that program

Retains "cost cite and release warrants" that allow law enforcement to issue warnings without taking defendants into custody for unpaid court financial obligations
