Amends 75 O.S. 2021, Section 11a to establish rules for interpreting multiple legislative acts that amend the same statute, whether enacted in the same or different sessions

Requires courts to construe conflicting statutory amendments together when possible, reconciling provisions and giving effect to each act while disfavoring repeal by implication

Clarifies that non-underlined, non-stricken language in amendatory measures is not intended to change existing law but only provides context for the amendments

Creates a presumption that when multiple versions of the same statute exist and cannot be reconciled, the measure signed by the Governor latest in time (by date, hour, and minute) reflects legislative intent

Effective date: November 1, 2026
