Exempts electronic records submitted to Service Oklahoma by eligible entities from notarization requirements for vehicle titling, registration, and related transactions

Defines "eligible entity" as automobile dealers, used motor vehicle auctions, rental car agencies, salvage pools, lenders, lienholders, or other entities authorized by Service Oklahoma

Requires electronic format submissions to comply with existing definitions in Title 47, Section 1105A and be approved by Service Oklahoma

Notarization exemption does not apply to transactions that do not involve an eligible entity (individual consumers still subject to notarization requirements)

Effective date: November 1, 2026
