Expands the State Board of Education from 7 to 9 members, with appointing authority divided among the Governor (4 members), Speaker of the House (2 members), and President Pro Tempore of the Senate (2 members)

Eliminates the Governor's ability to remove board members at will, replacing it with for-cause removal by the original appointing authority

Vacates all current appointed board positions upon the effective date, requiring new appointments within 30 days with initial terms ending April 2, 2030

Requires vacancies to be filled by the same authority that made the original appointment, rather than exclusively by the Governor

Takes effect July 1, 2026, and includes an emergency clause for immediate implementation upon passage
