Construction Industries Board must adopt regulations by November 1, 2027 establishing experience requirements, training, continuing education, liability insurance, workers' compensation compliance, and examination requirements for licensure

Existing contractors may obtain licenses without examination if they apply by November 1, 2027 and demonstrate equivalent experience and training; fees match those for plumbing, electrical, and mechanical contractors

Licensed pool contractors may perform closed-loop circulation system piping without a plumbing license but cannot perform plumbing, electrical, or mechanical work requiring separate Oklahoma licensure or involving direct connections to public utilities

Advance payments exceeding $10,000 for future pool work are presumed intentionally deceptive unless supported by verifiable cost documentation; unlicensed contractors cannot bring legal claims related to their pool contracting work
