Provides a 5% salary increase effective July 1, 2026, for state employees who were full-time as of June 30, 2019, remain in the same position, and have not received any salary increase since June 30, 2019

Excludes employees of the Oklahoma State Regents for Higher Education and all colleges and universities within The Oklahoma State System of Higher Education

Excludes employees of common school districts from the salary increase

Declares an emergency, allowing the act to take effect immediately upon passage and approval
