Creates the "Oklahoma Medicaid Audit Bill of Rights Act" establishing protections for health care providers subject to Medicaid audits by insurance companies, third-party payors, the Oklahoma Health Care Authority, and claims administrators

Requires auditors to provide at least 1 week advance notice before initial audits, and limits routine audits to no more than 2 times per calendar year with a maximum scope of 50 claims or 0.25% of prior year claims

Prohibits extrapolation in calculating recoupments or penalties; recoupment must be based on actual overpayment amounts and can only occur after final internal disposition including appeals

Mandates that clinical audits be conducted by or in consultation with a provider of the same specialty, and clerical/recordkeeping errors cannot constitute fraud without proof of intent

Limits audit lookback period to 24 months from claim submission, requires preliminary audit reports within 120 days of audit conclusion, and grants providers 60 days to respond to discrepancies or file corrected claims
