Establishes 16 requirements for foster parent applicants including minimum age of 21 (18 for kinship foster parents), lawful U.S. residency, income of at least 101% of Federal Poverty Level, no history of confirmed child abuse or neglect, and possession of a working vehicle

Requires applicants to provide verification of good physical and mental health, at least 2 letters of recommendation from community members such as ministers or teachers, and pass background investigations for all household members age 13 and older

Mandates foster parents demonstrate competencies including protecting abused/neglected children, meeting medical needs, supporting family relationships, refraining from smoking in the home or vehicle when children are present, and willingness to accept sibling placements

Creates misdemeanor penalty for willfully making false or fraudulent applications or providing false information, punishable by fine of $500 to $1,000 and permanent disqualification from becoming a foster parent
