Amends Oklahoma law to change minimum Medicaid reimbursement rates from mandatory ("shall") to discretionary ("may") for the Oklahoma Health Care Authority until July 1, 2027

Currently required minimum rates would become optional: 100% of Authority fee schedule for in-network providers and 90% of January 1, 2021 rates for out-of-network providers

Applies to providers who do not enter into value-based payment arrangements or other alternative payment agreements with contracted Medicaid entities

Effective date: November 1, 2026
