Amends 63 O.S. Section 1-2723 to require the Health Care Workforce Training Commission to utilize excess funding from the Oklahoma Medical Loan Repayment Program, changing from discretionary ("have the option of utilizing") to mandatory ("shall utilize")

Excess funding must be directed toward new or expanded primary care residency programs in rural and underserved areas of Oklahoma

Payments cover salaries, benefits, and educational costs for residents training at hospitals or teaching health centers establishing new programs or expanding existing ones

Implementation subject to rules promulgated by the Health Care Workforce Training Commission

Effective date: November 1, 2026
