Repeals penalties for violations of the Ethics Commission Act (Section 4255) and penalties for campaign reporting rule violations (Section 4256)

Eliminates restrictions on employment of former or ex officio state board or commission members (Section 4257)

Repeals the entire Rule 6 framework (Rules 6.1 through 6.19), which governs Ethics Commission complaint procedures, preliminary and formal investigations, subpoena power, confidentiality requirements, and Commission enforcement actions

Removes civil lawsuit provisions, civil penalty authority, monetary liability assessments, settlement agreement procedures, and late filing fee requirements for ethics violations

Effective date: November 1, 2026
