Enacts the "Fostering the Future for Oklahoman Children and Families Act" requiring the Department of Human Services to update child-welfare data collection, modernize information systems, and expand use of predictive analytics and AI tools within 180 days of the effective date

Requires DHS to publish an annual scorecard measuring key foster care outcomes including foster care entries, investigation response times, child fatalities, caregiver recruitment, placement disruptions, and time to permanent placement

Establishes a "Fostering the Future" initiative to create partnerships with private sector, academic, and nonprofit entities for educational and employment opportunities for current and former foster youth, including development of an online resource platform

Directs DHS to address policies that prohibit participation in federally-funded child-welfare programs based on religious beliefs and to increase partnerships with faith-based organizations serving families involved with foster care

Requires annual implementation reports to the Oklahoma Legislature, with an effective date of November 1, 2026
