State employees cannot be required to work more than 14 hours during any rolling 24-hour period, including both regular and overtime hours

The 14-hour limit may be suspended during officially declared emergencies or when necessary to protect life, public safety, or critical infrastructure

Office of Management and Enterprise Services must adopt rules defining emergency conditions that qualify for suspension and rules to enforce the requirements

All state agencies, boards, commissions, and departments must adopt scheduling and staffing policies to ensure compliance

Effective date is July 1, 2026, with an emergency clause allowing immediate effect upon passage and approval
