Oklahoma Corporation Commission must conduct a comprehensive study on the impacts of "large load customers" on the state's electric grid, with findings due to legislative leadership by December 1, 2027

"Large load customer" defined as customers with maximum demand of 50 megawatts or greater, primarily engaged in data centers, AI/cloud computing, digital asset processing, or advanced manufacturing requiring continuous high electric demand

Study must examine impacts on generation capacity, transmission/distribution infrastructure, system reliability, utility planning, electricity rates, and potential cross-subsidization affecting existing ratepayers

Commission must assess whether costs for serving large load customers are equitably allocated, whether rate structures result in cost shifting to residential, commercial, or agricultural customers, and whether these customers bear full incremental costs of service

Effective date of November 1, 2026
