Establishes nonrefundable license and renewal fees for commercial pet breeders under the Commercial Pet Breeders and Animal Shelter Licensing Act, administered by the Oklahoma Department of Agriculture, Food, and Forestry

License fees for breeders are tiered by number of intact female animals: $200 (1-10 animals), $300 (11-20), $550 (21-50), $700 (51-100), and $1,000 (101+ animals)

Animal shelters are required to pay a $200 license or renewal fee

Late renewal applications submitted after the expiration date incur a penalty of double the renewal fee, and the late filing constitutes a violation

Effective date is November 1, 2026
