Creates the Oklahoma Hyperscale Data Center Directory Act, requiring the Oklahoma Corporation Commission to establish and maintain a public directory of hyperscale data centers operating in the state

Defines hyperscale data centers as facilities with at least 50,000 square feet of conditioned space and expected annual electric usage of at least 10,000 megawatt-hours, including cloud computing and large server cluster operations

Requires electric utilities and water providers to submit annual reports by April 1 detailing each hyperscale data center's electricity usage (in MWh), peak electrical load, water consumption (in gallons), and water source category

Directs the Corporation Commission to publish the directory annually on its website while protecting proprietary and critical infrastructure information from public disclosure

Authorizes the Corporation Commission to adopt rules, request verification of reported data, and impose administrative penalties for noncompliance or filing false information; effective November 1, 2026
