Expands Oklahoma Higher Learning Access Program (OHLAP) eligibility for children of "school employees" instead of only "certified classroom teachers," now including support employees such as bus drivers, custodians, and cafeteria workers with 10+ years of service in Oklahoma school districts

Defines qualifying "school employee" as either a teacher (per Section 1-116) who has taught in Oklahoma for minimum 10 years, or a support employee (per Section 1-116) employed by an Oklahoma school district for minimum 10 years

Excludes school district superintendents, principals, and other administrative positions from the "school employee" definition for OHLAP eligibility purposes

Sets income threshold for school employee children's eligibility at less than 700% of the federal poverty level both at time of application and when receiving benefits

Effective date of July 1, 2026, with emergency clause for immediate implementation upon passage and approval
