State and local governments prohibited from making payments to private entities for major economic development projects unless the benefiting entities are specifically identified before payments are approved

"Major economic development project" defined as business entities proposing to acquire/improve property with expenditures exceeding $5 million within 90 days of receiving public funds

Disclosure of entity identities must be provided at least 60 days before any payments are made or public revenue sources become available

State and political subdivisions required to post required disclosures conspicuously on a website
