Creates the Oklahoma Biosolids Land Application Research Pilot Program at Oklahoma State University, administered by the Department of Environmental Quality (DEQ) in cooperation with OSU's Division of Agricultural Sciences and Natural Resources, for an initial five-year period

Requires research on biosolids application to agricultural lands, including screening for PFAS, heavy metals, and pharmaceuticals, as well as studies on crop yields, soil health, and environmental impacts on water and air quality

Mandates annual reports to the Governor, legislative leadership, and DEQ by December 1 each year, covering agronomic outcomes, environmental monitoring, risk assessments, and cost-benefit analyses

Exempts biosolids applied under the program from state permitting requirements when research protocols meet or exceed DEQ and EPA standards, and protects participating private landowners from liability for environmental impacts when following OSU protocols

Establishes the Oklahoma Biosolids Land Application Research Pilot Program Act Revolving Fund to receive appropriations, federal grants, municipal contributions, and private partnerships; effective November 1, 2026
