Renames the "Oklahoma Controlled Burn Indemnity Fund" to the "Oklahoma Prescribed Burn Indemnity Fund" and excludes reimbursement for damages the participating landowner incurs on their own property

Expands eligible sources for required burn plans to include local conservation districts, USDA Natural Resources Conservation Service, Oklahoma Department of Wildlife Conservation, Oklahoma State University Extension, other recognized entities, or landowner-developed plans

Establishes mandatory burn plan elements including landowner contact information, legal description of burn area, burn objectives, notification lists for fire departments and adjoining landowners, firebreak descriptions, weather conditions, smoke management, personnel/equipment plans, and ignition plans

Increases the participation fee from $100 to $250 and requires adjoining landowner notification within 60 days prior to the burn (with notification limited to owners within 1 mile for large consolidated tracts)
