Adds poison hemlock (Conium maculatum) and kudzu (Pueraria montana) to Oklahoma's list of designated noxious weeds, joining musk thistle, Scotch thistle, and Canada thistle

Requires every landowner to treat, control, or eradicate poison hemlock and kudzu on their property annually to prevent these plants from going to seed

Department of Transportation, county commissioners, and entities maintaining rights-of-way must remove poison hemlock and kudzu infestations within their jurisdiction

Removes the existing fine of up to $1,000 per day for failure to control noxious weeds

Effective November 1, 2026
